New DOT MIS Forms and Random Rates

The Department of Transportation (DOT) has issued a new Management Information Systems (MIS) form for use by employers required to report their 2003 calendar year drug and alcohol testing data. The DOT MIS form replaces previous forms published by the Federal Aviation Administration (FAA), Federal Motor Carrier Safety Administration (FMCSA), Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Research and Special Programs Administration (RSPA), and the U.S. Coast Guard (USCG). The single standard MIS form enables employers who conduct DOT required drug and alcohol testing, to file their reports using one form even of they are regulated by more than one DOT agency. The new MIS form and instructions are available on the DOT website at www.dot.gov/ost/dapc. For those employers who are required to submit MIS data, the reports are due to the DOT agency no later than March 15, 2004.

Random Testing Rates for 2004

The DOT agencies have also announced the required random testing percentages for 2004. The annual percentage requirements for random drug and alcohol testing remain unchanged from 2003. The chart below summarizes the required random testing rates for each DOT agency for 2004.
